Russian Internet giant “Yandex” has offered its amendments to the bill submitted to the Duma, which aims to combat Internet piracy. The company offers published in its official blog.
“Yandex” believes that the law should give preference to lock specific materials for a direct link. Restricting access to the entire site, which is spelled out in the current version of the document can be applied only when a potential intruder can not be forced to execute the judgment, according to a company statement.
In addition, the proposed amendment states that the holder may file a complaint in court only on condition that he has notified of the violation of the relevant information broker and he did not respond in a reasonable time. The company also emphasizes that the right holder in the notification should contain its direct link to the disputed material. In the current version of the bill does not require this.
According to “Yandex”, the proposed amendments – the minimum that is necessary to reduce the harm to the development of the Internet in Russia. According to the company statement, suggesting these changes, it makes a “choice between bad and very bad” because it believes that it should be developed an alternative concept of regulation of copyright protection.
In addition to the amendments to the bill itself, the company issued a response to the conclusion of the State Duma Committee on Culture on the document. Committee proposes to make the search engines in the scope of the law and out of court to include the offending sites in the register of banned sites and distribute the locking mechanism on the books, articles and photos. “Yandex” has acted against all of these proposals. And the company did not agree with the proposal to introduce administrative committee responsible for the search engines for violation of the procedures associated with the lock resource offenders.
