In the case of offending religious feelings, committed in places specially designed for the administration of worship and other religious rites and ceremonies, a fine of up to 500 thousand rubles. or in the amount of the salary or other income for a period of up to three years, or community service for up to 480 hours, or forced to work for up to three years, or imprisonment for the same term with the restriction of liberty for up to one year, or without it.
It is also proposed to increase penalties for illegally obstructing the activities of religious organizations or religious rites and ceremonies of up to 300 thousand rubles. (Now – 80 thousand rubles.) Or the salary or other income for a period of two years (at the present time – six months). Remain intact alternative sanctions in the form of compulsory labor for up to 360 hours, correctional work for up to one year of arrest for up to three months.
Deputies also advocate for changes to the Code of Administrative Offences: they offer a marginal increase fines for violating the law on freedom of conscience, freedom of conscience and religious associations of citizens from 10 thousand to 30 thousand rubles., For officials – 50 thousand to 100 thousand rubles. The willful desecration of public religious or theological literature, objects of religious worship, or their damage or destruction is proposed to introduce fines for citizens in the amount of 30 thousand to 50 thousand rubles. or compulsory work for a period up to 120 hours for officials – from 100 thousand to 200 thousand rubles.
In the first reading of the State Duma supported the bill on April 9, in the second – 21 May 2013.
